Reel 2 Paster Issue

Reel 2's been giving us a lot of trouble lately successfully making pasters. Today I was tasked with gathering video of the cutting blade and pasting screen for information. I did notice that the encoder jumped on the B to A paste, which is the encoder I changed here:

Maybe it's intermittent 5v power loss? Maybe a bad new encoder? Maybe a bad coupling to the encoder? What's next? We'll find out.
I actually had 4 cameras recording this, but for whatever reason 1 of them had a corrupted file. :( These things happen.
