They almost all fall over and are washed away (Deadpool, Gonzo, and Batman are still up- which I love) - batman (the only other hero with a cape) is still kinda on his feet and is only in the process of falling when the second wave hits. The second blast, is directed towards Batman or Aquaman, who is right next to him; I suspect the second. This overcomes the capes advantage. Superman gains the benefit of the cape, without the direct ire of aquaman/the director.
