I did it but the last step doesn't show up on my game. I can't turn it on or off just shows the whole list as "locked"

I downloaded Gh word tour on my Cfw ps3 and did the cheat for all the songs and when ever I play some songs it says The downloaded content has changed why tf is it doing that

It’s A DLC you download but since of March 2012 GH World tour no longer has the dlc
