After applying 4th time option will not automatically appear understand this point. Now Open Chat 💬 support and tell them you have applied for 4th time they will enable it manually and you will see this option hit like and subscribe

I had the same problem. The only solution is if you own a RUclips channel you should press the "Change" button on "Earn" section of RUclips Studio. However, you should wait for 33 days before changing your AdSense account on RUclips. This mainly happens when you have already created and linked your AdSense account to RUclips or have changed it recently. Later, you should create a new AdSense account and choose the right country "India" - in your case. After earning some money on RUclips and reaching the threshold, AdSense will require you to complete your ID verification process. I have completed this process by submitting my national passport. I hope this helped you somehow. Bare in mind that you can not change your country on existing AdSense account. The only was is to change your AdSense account and choose your national country even though you live in Europe. You can ask your relatives who live in India to help you with your address verification process where they can get your Address verification PIN from your mailing address.

No matter if there is no address just use the number of your permit and in the address section add current address where you are living.
