It's that any discerning viewer of Family Guy who is a millennial or older (or younger people who consume the a lot of the same media Seth MaFarlane did growing up) will KNOW that Family Guy just straight up steals gags as "references" from other comedies (movies, TV shows, etc.). They will recreate entire gags or songs with no build up or contextual justification, and no alteration, and pass it off as a "reference". It's like how a few Bollywood composers (especially one in particular) are always stealing music from Korean artists, and even from European and American artists, and when they are accused of stealing they just say "oh I was inspired", even when they wholesale lift every aspect of a song's melody. Happens a lot. Family Guy gets away with it because what they are doing isn't illegal, but it is really poor writing and it is from an artistic point of view, even if not from a legal point of view, plagiarism. As for ripping off The Simpsons, many people have said that merely because both shows are animated sitcoms aimed at general or even adult audiences about families where the father is the main character. Since FOX wouldn't let them use the original voice actors, the Simpsons are voiced by soundalikes in this cameo scene. Here's the cast:

It's that any discerning viewer of Family Guy who is a millennial or older (or younger people who consume the a lot of the same media Seth MaFarlane did growing up) will KNOW that Family Guy just straight up steals gags as "references" from other comedies (movies, TV shows, etc.). They will recreate entire gags or songs with no build up or contextual justification, and no alteration, and pass it off as a "reference". It's like how a few Bollywood composers (especially one in particular) are always stealing music from Korean artists, and even from European and American artists, and when they are accused of stealing they just say "oh I was inspired", even when they wholesale lift every aspect of a song's melody. Happens a lot. Family Guy gets away with it because what they are doing isn't illegal, but it is really poor writing and it is from an artistic point of view, even if not from a legal point of view, plagiarism. They steal, point blank.
As for ripping off The Simpsons, many people have said that merely because both shows are animated sitcoms aimed at general or even adult audiences about families where the father is the main character. Thing is, that's almost every family sitcom made since the genre was created. If Family Guy is a rip-off of any other show, and Seth MacFarlane has confirmed being inspired by this, it's Wait 'Til Your Father Gets Home, a 1970s animated sitcom where the father was mostly the main character. I expect Matt Groening probably watched it, too, and both shows draw inspiration from the live action sitcoms that preceded them.
But yes, the Family Guy writers are hacks. Too bad, because Seth is genuinely talented, if a little too dependent on derivation instead of being creative. He's a talented singer, and I like The Orville (which some would paint as a blatant Star Trek rip-off, which it IS, because it's supposed to be, since Seth originally wanted to do a ST series but was denied the rights...).

My theory is that Quagsire didn't have the power to kill baby Maggie. So he threw the gun at her to cause a concussion, leaving her without a memory of what happened. Then leaving her traumatized for life. But, instead of that, Quagsire missed. Maggie fired the gun.

The first is quagmire thought about it (you know what I mean) and decided that’s even too far for him and shot her. The other scenario is that Maggie shot quagmire, a call back to who shot mr Burns.
