Wonderful! November is a great time to be here! I am not sure what you mean about wearing dresses. If you mean summer dresses, probably no, you will be too cold. If you mean a dress to just walk around in, sure. You may need tights or hose. If you mean a dress that is short or sleeveless, aside from it being a little chilly for that, just know that you need to have knees and shoulders covered to visit any Christian sites, including the Vatican and catacombs. Hope that helps!
Late November can be chillier and rainier than the beginning of the month. We usually don't get really cold weather this time of year but I would plan on layering. A jacket + a waterproof jacket and definitely a scarf. Thanks for letting me know you find my video helpful!

Probably from around 12 November and on. If you're looking for a "low season", it's not that easy any more. Or at least that was the case before this current Coronavirus situation. In recent years, Rome was getting crowded all the time, presumably because people were looking for that low-season moment. But with relatively mild weather, it's easy to come to Rome just about any time. In any case, mid-late November can be a little less crowded than September and October, which are some of the busiest months of the year.

I wouldn't say warm, but temperatures are likely to be mail. You'll need a jacket, especially in the evenings.
