This is my head cannon: she says that she doesn't channel the soul information, but as Mahito says that the body is an expression of the soul, I believe that it is more likely that the soul still needs to be summoned and inserted into her body and shape shifts into the dead person via reading the body information from the soul of the dead person. Then a second part of her curse technique allows her to trap or completely suppress the soul of the dead body. With the assumption that her technique summons the full soul then suppresses it within, the reason why Toji is able to take over is likely due to his heavenly restriction that his body is conpletely devoid of curse energy and therefore the second part of soul suppression cannot be sustained on the shapeshifted body. I believe that she perceives her technique by the results of her technique instead of fully understanding the inner workings, like trying to interpret a black box.

The thing you forget about her technique that they explain later is that when using a new form, the cursed energy of the host body is drained to maintain the techniques of the revived person, meaning that the technique is both temporary, and weaker the weaker the host is in proportion to the revived person, the ONLY reason this didnt happen with toji is simply because his body uses no cursed energy at all, meaning the host would never be drained

There might be other possibilities considering the "level" of the soul but I'm really not sure on that one

This is my head cannon:
she says that she doesn't channel the soul information, but as Mahito says that the body is an expression of the soul, I believe that it is more likely that the soul still needs to be summoned and inserted into her body and shape shifts into the dead person via reading the body information from the soul of the dead person. Then a second part of her curse technique allows her to trap or completely suppress the soul of the dead body.
With the assumption that her technique summons the full soul then suppresses it within, the reason why Toji is able to take over is likely due to his heavenly restriction that his body is conpletely devoid of curse energy and therefore the second part of soul suppression cannot be sustained on the shapeshifted body.
I believe that she perceives her technique by the results of her technique instead of fully understanding the inner workings, like trying to interpret a black box.
