I did it! When RUclips Shorts was first introduced, there's was a very small amount of Shorts, and when you scrolled enough of shorts (iirc 150) You can be at the bottom of the shorts with black screen and text "That's all" or something like that. Also there was Automatic Scroll.

The true answer: it doesn’t let you scroll and says “you’re all caught up!” Usually when it happens it’s only after a couple shorts and I have to reload the app

it deffinitely helps if you do it by clicking on a channel, going to there shorts page and starting with one of the shorts there, like you will find the bottom quickly when doing that even if the person has alot of shorts
I reached the bottom before when RUclips Shorts was still in beta. It didn't take long for me to see the final reel on the platform. Instead of looping to a video I have already seen, it displayed a message saying that was all of them. I can't remember it in verbatim.
It probably said, “you’re all caught up”

ive been to the bottom a long time ago. it just showed a black screen if i scrolled, and then go back up. it took forever though
i put it on everything when youtube shorts was newer i was on it so much that i saw every video and when you get to the bottom it just says "Your All Caught Up" and doesnt let you scroll further
