I think it was a issue of translation. He was saying it's not an accident, it was intentional. In a sane world it would make the charges more more serious, from reckless driving to attempted murder.

These are traffic accident police and won't give a fine if someone is on the pedestrian zone nor for parking offences. That will be a different branch. There are multiple branches of police and they won't do anything if it is not in their area unlike in the west where police cover all areas of policing.
