I'd add this: PLEASE don't stay on rocket launcher constantly: the minigun dps is way higher, and if you're safe in a teamfight (meaning, your allies cover you, or you're well placed), PLEASE switch to minigun. It's not because the rocket launcher consume mana that it's better whenever you have mana. :')

Jinx was my first main MANY years ago and you're definitely missing a very important key rule with her. Rule number 1 as in ALWAYS applies: Single target, Mini gun. Group of targets, Rocket launcher. REGARDLESS of higher damage on the rocket launcher, the AS boost does not apply to it......for single targets in early parts of the team fight always default to minigun till your target gets out of range (first rocket after switch from full minigun passive buff gets the applied AS) or till other enemies join the fight. This will VASTLY increase your damage output throughout the entire fight.

Honestly you can't go too wrong either way! As Jinx it's often your job to cut through the enemy front line so Cut Down does have amazing value, however if you're not against much of a front line Coup de Grace is brilliant especially with her ult to secure kills! It's probably something I'd change game to game depending on who you're against but if in doubt go Cut Down I'd say!

I’m a jungle/support main playing a lot of J4/Vi/Heca/Amumu in the jungle and Thresh/Morg/Tahm support, but of course since doing these videos I rarely actually play them anymore as I have to play everything else 😅
