It really depends on what your concerns are. No one can hack your phone with just phone number or only IMEI. That can only happen if there is a malicious or vulnerable app installed on your device.
I think the buyer wants to check to ensure that the device is not stolen/blacklisted. You need to clarify from the buyer why he/she needs your IMEI. If you are satisfied with the reason, you can give it to them.
It is possible, only if the device is turned on. Else what you will get is the last location of the device before it was turned off, which would not be very helpful.

It's funny, how you always hear don't share your imei number with anyone. They can possibly clone the number and steal your info. Although there are instances of this happening, it takes more information needed besides your imei number. its just very uncommon. Think bout it if the imei being leaked was such a huge security issue. it would require more than looking in the settings to find it or punching up a few numbers to retrieve it.
If the device is still turned on, you can try to track it using any device tracking app that is available for iphones. Otherwise, you can just report the device to your carrier as stolen and it would be blacklisted such that the person who stole it won't be able to use it and won't be able to sell it. 🤷🏿♂️

The telecom operator has access only to the call logs and SMS that passes through their switching system. They cannot make backup of your phone with the apps and the Operating Systems. Besides call logging and other hardware identification functions, IMEI is not very useful both to you or anyone else.

No. There's not much that one can do with your IMEI number, as long as the person does not call your carrier to report the device as stolen. Even that, may not be very easy.

Unlocking a phone requires physical access to the phone, except it's your carrier that can unlock it remotely. As per the scammer having remote access to your device using IMEI, it's not possible. That is assuming that the person does not have any other information besides the IMEI.
