When I played the game, the machine I was on had like loading issues. So like, instead of the car you selected appearing, it would be replaced by a placeholder car which was a toy car with toy blocks (with those ABC letters on each side). I forgot if the textures of the blocks were flashing or looked like they were flashing because they were spinning. And no, you can't get them by selecting the secret cars. Think of it as a "secret" secret car.
