If the last two are not showing for you - it's because you need to have 98 figures found before they spawn. Notice 84 is missing. So get 84 (which is across the highway from 99 and 100 in the tower near the railroad tracks, others have commented) and then 99 and 100 will spawn. Thank you for the guide - but you should put something in the description that explains where 84 is in my opinion.
