I personally like Luna better but that's just my opinion. I do like Celestia too but I just like the night better. I think Celestia is more powerful since she is older and knows more magic. But their titles are equal.
It depends on your tastes, I personally prefer SAI because I have a very unsteady hand so photoshop can be hard for me. However photoshop does have a wider range of things you can do to your piece that SAI does not offer. So one is not really better over the other, just what you feel more comfortable with c:

Try using Manga Studio 5. It's brush engine is like SAI's, but more powerful. It has most of features of Photoshop and a plenty of it's own, yet MS5 interface and shortcuts are more highly customizable.
It just takes practice! Keep working at it and soon enough I'm sure you will be making masterpieces! Though don't get discouraged, it does take a while and a lot of work c:
No, it takes a lot of effort to make one piece. It is not fair to expect an artist to give you free, complex, multi-character artwork of a specific thing. I do take commissions however.

Oh and Celestia has more bravery than Luna, she sent her own sister to the moon for years and ruled by herself for those years.
