If you, are up for it I have made up a mini theory after listening to it (i am sure somebody has already done this, but hey this is my take on it) the eyeless represents the government who aren't doing a good job watching over the community, and so this song follows the story of the guy trying to overtake the government and the rise and falls he must face to do so
