On another front, Intel's CEO is buying up INTC shares. It's always good to see CEOs buying up shares, especially on a massive dip like Intel is having. There are less events overall compared to last week but that should make for much smoother price action which is good! Recently bought some recommended stocks and now they are just penny stocks. There seems to be more negative portfolios in the last 3rd half of 2023 with markets tumbling, soaring inflation, and banks going out of business. My concern is how can the rapid interest-rate hike be of favor to a value investor, or is it better avoiding stocks for a while?

I can give you good advice on this one. You can choose to avoid the stock market when it comes to rapid rate hikes. This is because even the stock rise is limited during the rate hike. And the decline will be more severe. For us this situation return is not proportional to the investment. There is no point in taking a risk.
