I did it the way you showed, but when I create it, it shows the error "HRESULT E_FAIL has been returned from a call a COM component"

Sorry not sure about this issue. Might be something about Visual Studio Version. Just do uninstall everything and fresh install to Visual studio and see if it works fine.
