It's from a telephone exchange toolkit, for setting spring tension on strowger step-by-step equipment. I can't remember of it was for wipers, or relays... it's more than 35 years since I worked on that gear, and it was on its way out as I was on my way in, so to speak! Hope that helps.
Hello from another ex telephone exchange tech. I used them from 1979 through to 1985 in NZ, there was a set of 3 or 4 of them different colours, blue, black and maybe yellow too? Used for all the springs while you're learning.
