It’s so WAY late, but here’s my take: speaker is in a “bittersweet love” with someone who is “endlessly” a “liar” and who is “running away.” But in spite of it, the speaker wants them. “You shine light into the darkness that surrounds me/I’m blinded by you once again/I don’t mind/I need your love/shine on me once again.” The lover is a light source throughout, but notable that the light sources mentioned are lights in darkness but don’t provide warmth (moonlight, neon light). The lover has left (“I’m breaking down/on the night that the lights went out/I am the chaser looking for you”). In motorcycle racing, when someone has pulled out front, away from the pack, the “chaser” is the racer struggling behind, trying to close the gap. So yeah, the outfit. WOODZ, right?
