I had used a website called Chordpix to create the diagrams, but then I manually placed each chord shape image into the video, which was pretty time intensive. However, the Chordpix website doesn't seem to be functioning at the moment and I'm not sure if it will come back up or not. Any chord image will do though, and once I had the chord images I used some of the effects in my video editor on my ipad, LumaFusion, to invert the colors, round off the edges and make it slightly transparent. All that part can be done in pretty much any editor. Unfortunately I haven't found any software that places the chords automatically, which I'm guessing is what you were looking for. If you find anything that does that, I would love to hear about it! Placing the chord diagrams isn't too crazy of a time input for just standard chord changes, but it was pretty intense on the couple that I placed them on because there were so many changes to follow.
Don’t know if you need this or not, but I was just looking around because of your question and I found that someone created a new site to replace the old chordpix site that went down with a very similar one that works great called chordpic.com . It lets you punch in whatever chord and fingering you’d like and then create a png if it. Thought you might find that to be helpful.
