Couple things to think about.
Tier 1:(major)
That PSU is sketchy. Please just buy from a trusted brand or use the PSU Cultist List to find a C-A tier from a reputable brand.
The PSU is the heart of the computer, if it dies and doesn't have proper safety measures(where most of these cheap psu's save money) it will probably take out every part in that build.
Tier 2:(minor)
1. Unless you really need some of the features on this z790 board you would be better off saving money going for either a b660/b760 or even a z690 board.
2. That 990pro, again unless you seriously need that level of performance (not gaming), just find yourself a solid 2tb SSD for around $10-20 more.
Tier 3: (nit picks/aesthetics)
1. An alternative to the 240mm aio is going for a solid aircooler like the spirit 140mm. 240mm rads generally last around 3-5 years as the tubing is permeable (essentially means the liquid "leaks" out over time), and the pumps fail.
