@@ryhs0 it's an "Umlaut". In german you would refer to them as "pünktchen". So think of the letter a. Without the dots on top it sounds like the a sound in laugh. With the dots on top it sounds somewhat like the a sound in sad. (Yes i am German and I happen to study linguistics :D)
Edit: oh yeah, this is valid for the Gemran language. In other instances it has a different function. Like in the name Joël it means that there is a little pause between the o and the e, making it "Jo-el" rather than "jool".
