this is an enlightening primer on the "chain of command" concept that ms. dilemma de lima should watch - at least 100 times
the issue on the chain of command, the discretionary function of the president which he did in the case of mamasapano (having 2 chiefs in the pnp and subscribing with the suspended pnp chief) are some reasons why the tragedy happened. no matter how they avoided to mention the shortcoming of aquino in that particular case, in my opinion, HE IS LIABLE.

As qualified as Ping is in terms of education,experience,moreover not taking advantage of the pork barrel stating opposition for being one source of corruption,still,you see certain individuals can easily go harsh in their comments against this senator for whatever reason is still some sort of predicament up to this date.No wonder we end up with government positions filled with undesirable elected politicians only to push this nation to the drain.So sad people hating people for no apparent reason while giving favor to the worst.
