Penang’s foodcourt culture is unique. Unlike Singapore’s , which is institutionally designed into government’s flats. Taiwan is not capable to open these. Reasons are many. They are still street based. New malls have foodcourts but 99% Japanese. Quite impossible to find authentic Hokkien food. Even if you can find them, they are not as good as Penang or KL, or JB or Ipoh…

yes these are temporary food court only and they are moving out may be a few years later
