It's probably because his original voice provider was 13 and he's aged since, and rerecording Oliver while his voice provider is in his late teens or even twenties would lose his original charm, which is his youthful, choir boy-like voice. They would have to find a sound-alike. I'm not against an update though.
Oh, that's how they updated her? That's pretty cool. Considering the addition of XSY in V4, I'd imagine they'd add some more voice banks for him (with a soundalike, of course)

And the fukase says that the devil is in his dreams. I hope it comes to her future when songs Oliver and fukase say they're doing well again and are now super happy.
