Ah yes Tom Clancy, the universe where the United States somehow completely lacks the suite of aerial surveillance technology ranging from satellites to spy planes, with the ability to detect radiation as well as capture high definition live feed of any spot on Earth, requiring a super-secret elite team of special forces soldiers to get within less than a hundred meters of the launch site of a nuclear missile and mark it for airstrike instead of just identifying it with a drone and blowing up with a Hellfire missile like in reality.
The previous game had a piece of tech called guardrail 9 get stolen by the rebels when its satellite came down. It let them hack into the US military networks. So they locked it down or shifted it over to different servers until they destroyed it. They did use Uavs. They just had to be controlled directly by the ghost team to avoid compromise.
