It has nothing to do with downsizing, downsized competition uses much less fuel. First - it's a plug-in hybrid which means it's very heavy which doesn;t help on the highway. Second - Volvo's gasoline engines has always been thirsty.
I love Volvo cars for their design. They look stunning. But their fuel consumption is utter shit. They consume way too much fuel nowadays. Competitors with the same performance easily consume 2 liters less per 100km.

Not fan of PHEV everywhere. For this type of vehicule, it's better to optimize the combustion engine with 48V or simple Hybrid (HEV). Its simplier, cheaper, lighter and more practicle to everyday drive. Not need to charge. Toyota continues the HEV. There is a reason. But european brands dont want to understand, except Renault with its E-TECH 145.
