Your best bet would be hobbs fall cave, however if you want to get it the old fasioned way, you can do the destruction ritual quest after getting destruction 100, and this will be avalible for sale at the destruction teacher along with master level destruction spells.

@@hugh___morrisSpeak to Farelda at the college of winterhold. It can be hard to find people there so I use the spell detect life to find npcs
Also if she doesnt sell it right away, you just need to reset her inventory or wait.
