Plants produce more Chlorophyll if they get less sunlight to balance that effect. Huge areas of the planets land mass get too much sunlight for effective plant growth and when it’s reduced, that has a positive effect on plants. Most of Africa and Australia are in that category.
He is not saying we shouldn't reduce CO2. This is imperative. Just that if we don't start Cooling the planet soon, us humans aren't going to stay around much longer... If we 'turn down the heater' by greening we can lessen the temperature extremes and start to recover the hydrological cycle
