Why we add dilute acid in the water
When we add acid into water, it release H+ ions, that increases the electrical conductivity of electrolytic solution. That's why we add acid.
On the other hand we know that concentrated acid reacts with water and produce a lot of heat energy, that's why we add dilute acid instead of conc. acid.

Over here as we are doing electrolysis so Anode is positive and Cathode is Negative as Electrical Energy is used to decompose chemical compounds and Anode is negative and cathode is positive when cell is galvanic as Chemical reactions are used to generate electrical energy.

Why H2SO4 is added to water??
As you Know H2SO4 is an acid,
When we add an acid to water, it dissociated into ions, and these ions increase the conductivity of water. Hence greater the conductivity of water, fast will be the reaction occurs. That's why we add H2SO4 in water.
