Here's what I've noticed with plant boi's specials so far:
Neutral B has crazy knockback, and can be used as a counter if someone dash attacks you (or anything that hits straight at you while running), and if you let go of B and let it fall a bit before throwing it, it is thrown really far. Good for ledge guarding, and hitting people above you. This move can also be used to slow fall, stopping juggles. My favorite move PP has.
Side B is powerful, doesn't wake people up if you hit them with it, takes down shield quite a bit, and has a quick/savable charge. I've gotten 55.2 damage at most, as it moves forward slowly a bit.
Up B is an insane recovery and does fine damage, but it's easy to get spiked, as you can see from the video, so it's not as amazing as it seems.
Down B is good for ledge guarding and is a high ranged/damaging attack, and has heavy armor, so it does well against dashing specials like Meta Knight and Fox's Side Bs, hard to hit and keeps going in a direction if you tap it, so aiming diagonally is hard. Using midair is good for stopping spikes, and it's angle can go lower. It also slows fall speed. I'd use this if you're good at timing or you just want to hit something from afar. But be aware that when you attack with it, your heavy armor goes away and your hitbox increases to the size of the attack, so you can get grabbed, hit, blocked by projectiles, or get smash attacked into an easy KO.
Just wanted to get info out early, someone's probably already figured all this out anyways.
I'd rate plant boi an A tier.

When Shark back-airs you against the stage, you can hit shield to tech off the stage and recover or try to edge guard him back.

Enjoyed playing Piranha Plant, has great edge guarding, pressure, and kill capabilites, but seems like he would lose getting matched up with projectile characters (i.e Belmonts, Duck Hunt, Megaman etc).
Although my heart will always have a special place for Icies, King K. Rool, wario several others.

Fruit (and anyone else who doesn't know), don't use Piranha Plant in All-Star mode. There is a glitch at the moment that can potentially corrupt your save file and you will lose everything.
If you wait with the spike ball, it will go down and you can push it further
