Not completely no. Right now they are doing the Zone 4 Early Adopter Program which enables travel on the Regional Rail from Zone 4 stations to/from Center City. Although the conductors do have the card readers. So if you have a transpass on your card you can have the conductor scan your card as Regional Rails are Free with transpasses on weekends.

Tokens went extinct. So did transfers for that matter.
