I'm Cassiopeia and love Changmin but he's kind of arguable as very talented singer (some of the singers in the video are also arguably not THAT good, I think it's just a very biased compilation). He's got a mind blowing range though. The video is obviously from a more recent fan as there's no one from the recognized great singers of 1st/2nd gen. Kangta, Jonghyun, Taeyang, Jun K, Yoseob, BtoB are all included in the top of the top but they're not as "popular" as other groups internationally so they're almost never in those compilations.

Instead of best vocals I like to point out companies that have some of the best vocalist for both male and female. Not one vocalist in SM, FNC, YG, Cube, or RBW have bad vocals. I mean SM is already a vocal dominate company but Lee Hongki, N.Flying, Mamamoo, Oneus/Onewe, Treasure, Vromance, BTOB, Pentagon are great examples because there are so many great vocalist out there so its easier this way. I mean ofc artist in other companies like Apink, Seventeen, BTS and Monsta X, Jamie, Gaho, Hoppipolla, Stray Kids, CIX, Day6, ect
Also yes Sunyoul is a boy, he has such a high pitched voce so he can sing in a original female key.
