I'm the only one who after watched this has a new perspective of the story? I mean call me crazy but looks like Breen was controlled by the combine, but not on manipulations but physically if you think about it he could easily escape City 17 and reach one of the other citadels yet he refused and try to teleport to the combine empire land even knowing that it had a 50/50 chance of even survive on that place, think about it, it kinda explain why Gordon was hunted by the advisor itself on EP1 and by a bunch of squads of elites on EP2 or i'm just making a crazy theory, in the end i had the feeling that Breen is not the villain, why? Easily he could have killed Gordon, Alyx and Eli on his office but didn't.
There was a lore video explaining how when breen became a grub he couldnt remember all the evil he did, all he could remember was black mesa and that he was trapped in that grub.
I just realized how much Dr. Breen reminds me of Saruman from Lord of the rings: A seemingly almighty, influential person, living in a huge tower and overseeing his dark forces, but actually nothing more than a pawn of the evil that corrupted and controls him
breen is one of the enigmatic characters. he was the combine's puppet but it could be argued that he was genuinely trying to help humanity survive (but ofc, his methods were shit)
Here is my understanding of Dr. Breen. Breen kept his Black Mesa East captives alive because he needed them. The Combine was interested in Earth because its mad scientists developed local teleportation. The Combine relies on teleportation that slingshots them across other dimensions like Xen, and a technology that gives them a more direct route would give them an even greater advantage in taking over however many universes they intend to control. Very few with knowledge of that technology survived the resonance cascade. Breen's only mercy appears to be that he's keeping the Advisors from flying straight to them and sucking their brains out. The aliens themselves appear to view humans as little more than expendable resources with information to be cracked out of their skulls, rather than as learning, collaborative beings who come up with fascinating new ideas all the time. Breen's entire goal is to convince the aliens of the latter, and preserve the scientists' creativity, while the aliens still drain all of Earth's other resources without a second thought. That is why he gets absolutely giddy when Eli, Alyx, and Gordon all show up captured in his office, and he makes a remark about being able to make whatever deal he wants with the Combine. He is a complicated individual, and not the main villain by any stretch, but he got to where he is in HL2 by being an absolute bastard who's devoid of empathy. Otherwise he probably wouldn't call his fellow human beings "rabble" as they fight and die by the thousands immediately below him in order to resist forced relocation, drugging, enslavement, and violent conscription into a cybernetic military. Along with that, I think the references that scientists make to the Administrator in HL1 (and some worldbuilding in HL2) imply that Breen was always a bit sinister. He was totally okay with capturing and experimenting on Xen fauna as well as the Nihilanth's soldiers. He also seems fascinated by the possibilities that exist in other worlds and dimensions (consider his attempts to sway Eli at 5:00), to the extent that he doesn't care about anything else. The man may have noticed clues of the existence of the Combine before anyone else, and he probably wanted to get their attention just so he could say he made first contact with sapient aliens.
I liked the detail when the Combine Elite is shown when he speaks about trilobites mindlessly starting into darkness not realizing how much he's projecting

This pretty much proves Breen wasn't truly the bad guy here. The G-Man and his benefactors are the true beings pulling the strings. But we'll never know "why".

This video made me realize something, either the tone or the way Breen speaks just makes it sound intrinsically untrustworthy and bad. It's good in terms of the story and acting but it just makes me feel uncomfortable, which I love.
i guess dr. breen is just controlled by the advisors for every movement he is only controlled by the advisors when he is doing annoucements to the city and its citizens the advisors right eye is actually a projectile screen like a cinema screen to show dr. breen is doing a annoucement it is just my theory about dr. breen
I feel like I'm the only one in this comment section that isn't a fan of the advisor directly controlling Breen. It is an interesting concept, I just prefer the idea that the combine took script writers and Breen is functionally just a talking head when it comes to his broadcasts and most of his work is done behind the scenes.
