Recharging of ground water should be made compulsory for every new house constructed. No drawing plan of new house should be approved by municipality unless the drawing contains provision for rain water harvesting. And should also be verified before approving.

Sorry bro you may have miss understood me .. actually by theory it is possible but practically is not that eassy as it sounds. The procedure you are taking about has already done by the engineers but in small scale that is know as induced infiltration method as you can see in this video, but in small scale doing this in a large scale like a river is quite impractical.. may be in future engineers like you will make it possible.. 😘
