1:10 the difference could be bitrate. Even if both say 1080p 60hz, they might have different bit rate limits. If you've ever watched a video of confetti, the entire screen has to change a bunch so the rate of bits changing is super high. If the streaming service doesn't have an appropriately high bit rate, then it will compress the video (even if it's still technically 1080p), making it look ugly.
