That is not true you don't need a license when your boat is under a certain length and the motor is not bigger than a certain amount pk. I know this because my son in law and his friend needed to do a course in order to get a license when they wanted to buy a bigger boat with more pk than they already had. I have a friend who can sleep on his boat and is big enough to sail to England with it. He also needed a license You only don't need a license for small boats. Still it is very dangerous to sail in a canal with a lot of inland ships. I once almost got killed because I was sailing with a small sailing boat in the Wilhelmina canal and the a inland ship could not even see me and was going faster than me.

The pole vaulting stuff I haven’t seen in real life, but I live in the south of the Netherlands and not Friesland, so that’s to be expected. In rural areas building weird stuff out of boredom is definitely a thing. Maybe around cities it is a bit less.

You dont need any licence for any smaller recreational boat. You do have to be aware though of the rules on the water which is mainly good boatmanship (aka don't be stupid), give way to commercial vessels and follow the speed limitations. There are traffice signs on the waterways as well oa for speed limits. I live in Leiden, and people swim in the canals take paddle boards, boats and anything that floats really. I myself have a inflatable kayak.
