I have a question about the success on workcells: it is said at 17:48 that if an experiment succeeds the effects must be applied. It's written also in the notes. However in the rules it says that the chief engineer can choose not to perform the success impact (the text describing the effect of the experiment) (H1f in the rules, also marked as "easily missed" in the left column at page 22). I assume that the 'must' part is wrong then? (this is actually quite impactful, because it means that people can try experiments to get augmentations without necessarily applying the effect of the workcell, which is sometimes quite drastic)
I think the example you are referring to because it has an optional part would allow the chief engineer to decide whether the optional part of the workcell is applied and who would get the effect. The example card says that any part of the ship can be slenderized and optionally a shield can be added to the ship. So I think that the chief engineer would decide which part of the ship would be slenderized and if a shield would be applied and which players shield would be used if it is applied. That is what they mean by the chief engineer can decide not to implement part of the workcell, in that example whether the shield would be applied. The wording on the card suggests that the first part of the example, a part of the ship being slenderized, would be mandatory, because it says the second part is Optional. If all of it was optional it would say "Optional slenderize a part of the ship and optional put a shield in front of the ship. The wording of the easily missed rule statement is does suggest that your interpretation is valid and definitely needs some rules clarification one way or another.
