Maybe a stupid question, but whats the meaning of the red and green tyres, as also the several men who are waving with green and red flags. Already thanks for answering.

The red and green tyres are to stop the cars from cutting the corners and placing their wheel off limits.
The marshalls waving flags are
Green) Let the next car start.
Red) Wait with starting the next car as;
1) There's a car on the road
2) there's an obstacle on the road.
