Flow control valve is adjusting flow of fluid but throttle check valve allow fluid to one direction it goes with flow control valve and another while it is not allowed by check valve

If we fully close the throttle valve will the flow becomes zero

It should be.... you can check by open hose pipe and reduce to zero

Allenkey screw used for locking the throttle so that any unknown will not rotate it
