Well you can look at the VGM file download, which on its own is larger than the original S&K ROM (2.3MB vs 2MB). Modern day flash carts like the Everdrive could allow for ROM hacks that expand the ROM size, but without bank swapping (which would require additional hardware in the cartridge, not sure if flash carts provide it) there's a hard cap on how much the 68000 CPU can address since it only has a 24-bit address bus, giving only 16MB of address space (some of which is reserved for hardware registers, video RAM, etc). The largest Genesis game I'm aware of is Pier Solar which apparently only has an 8MB ROM.

My first time listening to act 1 just now I was thinking that if it was actually played in-game, especially at the end of the story mode on Sonic Origins, I’d probably actually start tearing up and have to pause the game because of just how epic and emotionally charged it is as a final level theme. Then I heard act 2 right after, still not even in a gameplay context, and even then I actually did like physically cry a little. Granted I’ve been getting rlly emotional over small things as of late in general, but even so the fact that your music was one of those things is a testament to your sheer ability as a composer. Good fucking job.
