In the anime, it transforms into people all the time without the tail or any indicators. I think the zoroa in the anime was doing the tail thing to mess with Dawn.

Just hatched an Zorua egg and currently training it right now.
I personally like its pre-evolution look better than its evolution.
My brother has a Zorua plush now.. it's so cute and he got it under the tree❤🖤🖤❤🖤❤🖤❤🖤❤🖤❤🖤❤🖤❤🖤❤🖤❤! I love Zorua, but I didn't think to get one I am happy with my Eevee plush & Scorbunny! (And I knew about the people transforming but not the tail O.O

Zorua and Zoroark are unobtainable in Black and White versions but it is obtainable by an event such as watching a movie, Zoroark: Master of Illusions where they give it a Zorua alongside Shiny legendary beasts and Celebi to a player while watching a movie. Zorua and Zoroark are not considered Mythical Pokemon because of evolution since Mythical Pokemon can't evolve or breed. In response to several criticisms of Pokemon Black and White, its sequel Black 2 and White 2, Zorua made it obtainable as a gift from Rood, an ex-Team Plasma following N. Starting from Pokémon X and Y, you can obtained it as its evolved form Zoroark and you need to breed it with a Ditto or another Zoroark (opposite gender) although it is very hard to obtain it due to its gender rario of 87.5% Male and 12.5% Female similar to starter Pokémon, Fossils and Eevee.

I feel the only reason zorua has a tail when it transforms is so kids don't mix up the it from what it's transforms into. SPOILER AHEAD---- Also the shiny legendary beasts are so you don't mix up the phione, (ha, see what I did there? No one? Ok...) beasts with the real ones.

Technically zorua (zor-oo-ah) cannot transform into other pokemon. They simply seem to transform due to their ability to create illusions. Illusion is even it's ability.

Zorua and Zoroark have the ability, Illusion, which disguises as last Pokémon in your party. So you always wonder why a "false" Ditto or a Pikachu is using Night Slash on you so you're forced to lay a finger on it by taking a damage until it is actually Zorua or Zoroark in disguise. This ability fails if Zorua or Zoroark is in the last slot of your party or a Pokémon placed in the sixth position is fainted. The Illusion ability can be suppressed by Gastric Acid, making a physical damage that makes contact with a Mummy ability of a Yamask and Cofagrigus, by damaging entry hazards like Spikes or Stealth Rock or by using a Z-move in Pokémon Sun and Moon and Pokémon Ultra Sun and Ultra Moon.
