HOA Karens hate it when they get told that they have no authority over someone's property, especially when there is clear evidence that the person's property predates the HOA or lies outside of the HOA boundaries. They seem to see it as a clear affront to their authority that someone would dare question that authority.

HOA's need to be 100% illegal. Alternatively when someone oversteps the boundaries there should be a minimum $500,000 fine payable immediately along with remedial action to compensate anyone affected by overbearing karens.
Where i'm from, an inspector would have to try to contact the property owner when they arrive for the suprise inspection (knocking on the door, calling registered phone numbers), he would not just be allowed to start measuring and then be discovered by the owner, that would be trespassing, no matter how "goverment official" he is.
Rule of thumb with any HOA! First encounter lawyer up and get an restraining order!
