I'm a little confused... if a computer reads in the specs that it supports PD or Power Delivery via USB-C; does that mean you can charge the actual laptop itself through this USB-C port, or does it simply mean it is a dedicated charging port for peripherals?

The confusion lies in your question. When you say "computer reads in the specs that *it* supports PD...": what "it" are you referring to? Are you referring to the computer itself or the external device you are plugging into the computer?

Your video is good, but honestly I think this whole usb c format had good intentions, but its confusing, you don't know when cables are capable of what, they all look the same

Because many gaming laptops that run windows power throttles heavily when not connected to a charger because the battery can't output enough power. When usbc with unknown wattage rating is connected, it doesn't know how much power it can draw. And if the usbc power source goes in overcurrent protection, the computers' internal battery must take all the load which may cause the computer to crash.
