Yeah ain't no way a real engineer or woodworker signed off on that. But you definitely could fix the missing slat. Couple easy fixes. Either cut slots in the slat under the dowel holes (fill in the slot after the slat is in place) so you can properly fit the dowels on one side then just slide the slat on the dowels on the other side, or you can affix a rail under the slat and frame on one side so the slat sits on the rail.
