It's a pseudo Kansai dialect. Roberu isn't actually from the Kansai area, it's just a similar way of speaking that he picked up from hanging out with a Kansai friend in his childhood.

I've known friends who watched too many BBC English dramas, for instance, and started sounded English without intending to. You wouldn't mistake them for a native but could still hear the influence.
