The switch on Luffy's attitude from the everyday smiling pirate to the serious don't-fck-with-me Marine is goddamn good.
I like to imagine he puts this serious front to everyone but as soon as he starts actually fighting someone he has to hide how much fun he's having.

I feel like this version of OP is easier to live in bc the marines aren’t corrupt and there’s all these powerful forces for justice, but it’s bleaker just by virtue of the fact that Luffy is too serious to bring a smile to everyone’s face

In this world with the roles reversed the Celestial Dragons would be the good rulers that the Straw met like King Riku, Rebecca, King Cobra or Vivi.
One way the story could have went
1 celestial dragon were absolutely scared of Nika and his fruit so they realise that their Best bet is to have him on their side so they did and to make sure his busy they gave him rank of the Fleet admiral since he would be stuck in the Marine ford.
My personal headcannon, is that luffy out of boredom with help of franky and others found a way to move entire Marine ford and make it mobile, this way he can still visit places while being Fleet admiral.
2 marine's are actually good guys... Thats it...

Brook also had an epic design, but I think his personality would be the least changed of everyone in the crew.

They would board a ship built by Rear Admiral Franky and with the sailing skills of Vice Admiral Jinbe and Commodore Nami they would sail to find the One piece! Not to have it, but to destroy it purely so that pirates around the world would forever despair and give up their search. It would be hard, they would battle many a Yonko and corrupt marine, but at long last they would defeat Garp, and destroy the One Piece, ending the Great Pirate Era!!!
These, were the strongest group of Marines, or as they would be known to said group, the Strawhat sect

I realized something after watching this, marines most of the time look much more intimidating than pirates.
Even in this parallel universe, I can imagine Marine Luffy still punching a celestial dragon across the room and circling back to being pirates.
I just realized if Luffy was a marine that's game over, with all the resources and training facilities of the marines, pretty much could get whatever you need whenever you need it that combined with the fact that he's a natural conquerors user with top five strongest fruits in the show, no pirates in that world would survive

All rayleigh said was that foghting kizaru was difficult because he hasn't fight since 20 years. Second sorry to announce you this but it is literally wb that send joz against aokiji. There is a vivre card that said that Marco is at the same level as the amiral.
And again if in the marine there are 5 guys stronger than rayleigh why would one of them say that they could not win if rayleigh was with wb ? Please, i know that you can understand action difderently but if you add logic you should understand which one is more possible.
Should i add that it is said that the marine of akainu is stronger which means that the level of ryukyugyu and fujitora must be really close to the level of aokiji and akainu. But one of them can't even beat momo and is stop by the haki from someone that was 40 kilometers away.

Excellent idea, I personally would like to see a What if of Luffy in the navy. Although in my version it wouldn't look so stylized, I would go more for something similar to what he wore in the first part of Whole Cake Island, but obviously with the colors of the navy and with the kanjis on the back of his shirt.

You literally turned Usopp and Chopper into someone who's ready for all the smoke. I can imagine Usopp bulking up and using Iron Body with his Air Finger Pistol. Tho it's kinda good if Usopp lose an arm before time skip and when he arrives at Insect Island, he create an insect like weapon arm that summon his Weapon and Chopper being thought to be dead or abduct then become experiment subject, a power up to whole new level.

I think Usopp and Robin would probably join special branch of Marine or join the Cipher Pol if the role are reversed. The other backstories are really good and spot on though.

Very cool. IMO I'd change a few of the aliases.
Nami should be Orange Cat, as she loves tangerines and generally has that color.
Robin should be Black Bird, due to her dark hair and black demon, and ofc her name is Robin which is a bird.
Sanji could be Gold Fish, lol.
Jinbe is Blue Whale, as it works with his whale shark motif and shark is too on the nose.
Franky could be Cyan, Grey, Iron or Steel as a color, and Seal, Turtle or Beaver as an animal.
Chopper should be Pink or Rose Deer, Elk or Stag.
Brook is good, but neon isn't really a color, I'd go with White Vulture.
Usopp should be either a Beetle to reference his timeskip or be Serpent to reference his lies and trickery.
Agree with the colours. However, about the animals, it seems like the artist got the ideas from the coloured cover art of chapter 651, in which different animals stole a piece of garment from each crew members except Jinbe, who had not joined yet. It’s clear that the animal representing Usopp is a chameleon. Robin is a falcon , Franky a rhino and Sanji is a ram. (Chopper is a raccoon though) So it should be Sakura ( or Rose Racoon), Tangerine Cat, Cyan Rhino, White Vulture, Black (or purple) Falcon, Blue Whale, Emerald Chameleon, Gold Ram, Celadon Tiger and Amaranth Monkey.
