Not a 71 by U.S. Standards on the front end, For Brasil using older model parts it could be. 1971 Beetles had body colored fender beading and not black. The seats are also wrong for a U.S. Beetle as they were high back seats, but again Brasil used older parts. Could not see the engine code if it was a 1300 for Brasil.
