Open railroad cars are quite often designed for coal. Iron ore has a high density. If the car is designed for coal...you can only fill it 1/3 before reaching the weight limit.
Those wagons are not designed for iron ore. If you fill them up the axles of the wagons would break down becouse of the imense weight. Iron ore is very heavy stuff.
