I don't know about anyone else around here, but this is giving me "weird cartoon from the Netherlands you saw on US television in the 1990s through syndication & had a dub which sounded to have come from the Philippines or Malaysia" vibes to me. EDIT: I said "Dutch cartoon", but Belgium has their own Dutch dialect, so I made it more specific.
